The technique for this construction method is to make points of stab stitch through the base of the rod pocket at intervals of 20-30cm across the width of the blind. Make sure there are stitching points where each cord run will be placed. If you have the roman blind tape with slits to insert the rods, you can machine the tape in place on the lining, then machine the lining to the fabric (right sides together) catching in the ends of the tape. If you prefer, you make channels in the lining for each rod, then hand stitch the lining to the fabric, wrong sides together. Then do your stab stitching. Then insert the rods either in the tape or channels and complete the blind as usual. The Roman blind guide available from this site has clear and detailed instructions on the channel method.
