I would recommend you do interlock the interlining in place. Interlining is quite unstable/stretchy and although held in place by the heading it could sag over time once the curtains are hung. You only need to do it every half width and the stitches are long so it does not take too much time. If you are going to the trouble of making interlined curtains with a handmade heading it seems a shape to cut corners.
