You definately need to interlock all theree layers - first the interlining to the main fabric, then the lining to the interlining. Do this several times along the width. This makes the curtains move as one. without these interlocking stitches, the curtains will billow. It is well worth the effort. Take time and the result will be supurb. Good luck.
