Hi there, No interlining should not drop if it is inserted correctly ( see interlining curtains in any good curtain making book ).Cut interlining a few cms longer than the finished drop, let it rest for 24 hours as it tends to shrink back after being on the roll. The finished drop of the interlining should be the same as the finished drop of the curtain, turn over top of fabric and lining and fold over buckrum.Interlined curtains take time and shouldn't be rushed. Hope this helps. Regards Helen.
