Have done this once before. I made the lining up the same as a curtain, hem and length, but wider on the leading egde, put the two layers together and attached at the seams. I brought the contrast lining round the leading edge of the curtain as a bind, and handstitched.Or you could just 'bag out' both fabrics and pick up the bottom of the leading edge across the panel instead of using a tie back. Bit difficult to explain, but a lot will depend on the choice of fabric, pattern etc. Hope this helps.
