roman blinds

I recently made 6 roman blinds each 208cm long, interlined and lined. My client, who fitted the blinds, has told me that the blinds don't fold up easily and she has to put her hand into each "fold" to help the fabric fold neatly into pleats otherwise the fabric "bunches up" and doesn't go up properly. I interlocked the interlining to the main fabric (dupion silk) at all fold and rod sections and have stab stitched all 3 layers at 3 points along each rod pocket. However, I did not interlock the lining to the interlining at the fold points. Can anyone advise if this ommission could be the cause of the problem or perhaps suggest what else it could be and do I need to take the whole blind apart? Thanks
