What kind of buckram are you using? - it will only iron-on to your fabric if it is the self-adhesive sort. You can also buy sew-in buckram. Generally speaking, when making a curtain with buckram heading, you lay the buckram on the wrong side of the curtain under the top hem allowance, and press so that the adhesive sticks it in place on the hem allowance fabric.
